Against keripy's extraction errors: incomplete is ShortageError, raised
wherever the stream ends inside an element, version string included.
unparseable-counter, together with a node in the unknown state, covers
UnknownCodeError. no-version-string is a ColdStartError for the message
domain only: the parser does not yet classify a stream's first byte as keripy's
ColdCodex does, so a stream that opens with a counter or in binary is reported
as having no version string.
